Ondo Finance Launches Offchain Execution Network, Shifting Beyond Layer-1 Strategy

In brief:

  • Ondo Finance launched an off-chain execution network, moving institutional trade execution away from blockchains while preserving public settlement for transfers.
  • Protected enclaves and distributed operators verify software integrity before authorizing transactions, strengthening security without relying entirely on public blockchains.
  • Ondo plans future decentralization through additional operators, staking mechanisms, and expanded blockchain recording while supporting institutional tokenized assets.

Ondo Finance has launched an off-chain execution network, marking a strategic shift in how the company plans to support institutional digital asset trading while moving away from the layer-1 blockchain approach it introduced for tokenized financial assets in 2025.

The company announced that the new infrastructure, called Ondo Network, already powers Ondo Perps, its perpetual futures platform. Instead of processing every trade directly on a public blockchain, the system executes transactions inside protected computing environments before recording completed transfers on blockchain networks, allowing faster execution while maintaining verifiable settlement.

Unlike conventional blockchain networks, Ondo Network relies on secure computing environments known as enclaves, which are also referred to as Trusted Execution Environments within the cryptocurrency industry. Moreover, these environments isolate trading software from external interference, helping protect sensitive operations throughout the execution process.

Additionally, a group of operators verifies that the software remains unchanged before approving asset transfers, while each participant controls only a portion of the cryptographic key required to authorize transactions. This structure prevents any single operator from completing transfers independently, adding another layer of operational security.

Ondo Repositions Its Infrastructure for Institutional Trading

Ondo described the new network as a continuation of Ondo Chain, the institution-focused blockchain project it introduced in February 2025. However, the company acknowledged that the latest version of its infrastructure does not currently operate as a blockchain because its existing architecture better supports the platform’s immediate operational requirements.

Furthermore, Ondo indicated that the network could gradually become more decentralized over time through the addition of more operators, increased recording of activity on public blockchains, and the introduction of a staking mechanism that requires participants to lock tokens as collateral. However, the company did not provide a timeline for implementing those planned upgrades.

The announcement also builds on Ondo Chain’s earlier development milestones during 2025, when its testnet attracted industry attention after JPMorgan’s Kinexys and Chainlink completed the first tokenized U.S. Treasury settlement on the network. That transaction demonstrated the project’s ability to support institutional settlement involving tokenized real-world assets.

Public Blockchain Settlement Remains Part of the Strategy

Although Ondo has shifted trade execution away from a blockchain-first model, the company emphasized that completed transfers will still be finalized on public blockchain networks. However, it did not identify the operators securing the network or disclose how many participants currently verify transactions within the system.

The updated approach reflects Ondo’s broader effort to improve execution efficiency for institutional trading without removing the transparency associated with blockchain settlement. Consequently, the company appears focused on combining offchain performance with onchain verification as demand for tokenized real-world assets continues to expand across institutional markets.

Ondo Finance’s latest infrastructure launch reflects a significant adjustment to its long-term strategy for institutional digital assets. By separating trade execution from final settlement while preserving public blockchain verification, the company is refining its approach to tokenized finance and leaving room for additional decentralization features as the network evolves.
