Sberbank expects cryptocurrency exchanges in Russia to process 4 trillion rubles during the country’s first year under new regulations. That projected volume equals approximately $46.4 billion and reflects the lender’s expectations for regulated digital asset trading.
According to TASS, Sberbank Deputy Chairman Anatoly Popov estimates annual trading volume could reach 7.5 trillion rubles by 2029. That figure represents approximately $87.1 billion, marking significant potential growth within three years of the regulatory launch.
Russia will introduce its cryptocurrency framework on September 1, creating formal requirements for exchanges, intermediaries, investors, and financial institutions. President Vladimir Putin signed the legislation in early August, giving the country its first comprehensive cryptocurrency market framework.
Significantly, Sberbank plans to expand beyond cryptocurrency trading by introducing financial products connected to major digital assets. Popov revealed that the bank intends to offer loans secured by Bitcoin, Ether, and USDT.
However, Sberbank must receive approval from Russia’s central bank before providing cryptocurrency-backed credit products to eligible customers. The lender has already prepared its existing services for the requirements established under the incoming legal framework.

Moreover, Popov explained that Sberbank has gained practical experience through its previous involvement with cryptocurrency investment products. The bank has offered qualified investors structured bonds and digital financial assets linked to Bitcoin and Ether since 2025.
Additionally, Sberbank plans to launch a cryptocurrency wallet through its Sber and Sber Investments applications by early December. Its planned expansion also includes a digital asset depository that would provide custody services under Russia’s regulated financial system.

Russia Establishes Different Cryptocurrency Limits for Retail and Qualified Investors
Most provisions of the legislation will take effect on September 1, 2026. Meanwhile, rules covering certain cryptocurrency issuance and circulation activities will become effective on September 1, 2027.
Existing cryptocurrency exchanges will receive a transition period until March 1, 2027, to comply with the new requirements. Under the framework, retail investors may purchase cryptocurrencies that meet standards for liquidity and market recognition.
However, each investor can purchase only 300,000 rubles worth of cryptocurrency annually through each approved intermediary. That annual limit equals approximately $3,700 and restricts retail exposure within Russia’s regulated cryptocurrency market.
Qualified investors face no annual purchasing limits and can access any cryptocurrency permitted under the legal framework. Consequently, professional investors could provide a substantial portion of the exchange activity included within Sberbank’s volume projections.
Cross-Border Crypto Settlements Remain Permitted Under the New Framework
Russia’s legislation still prohibits residents from using cryptocurrency to purchase domestic goods and services. Nevertheless, companies may use digital assets for cross-border settlements involving foreign trade agreements between residents and non-residents.
Russia started permitting cryptocurrency settlements in international trade during 2024 as conventional payment channels faced growing restrictions. In addition to supporting foreign trade, the framework could shift substantial cryptocurrency activity toward regulated exchanges and approved financial intermediaries.
Sberbank expects its proposed wallet, custody, investment, and lending services to benefit from this transition toward regulated platforms. However, central bank approvals and final regulatory provisions will determine the timing and scope of several planned products.
Sberbank’s forecast places regulated exchanges at the center of Russia’s developing cryptocurrency market. Retail limits will control individual exposure, while qualified investors could drive higher trading volumes.
