Personal payments also remain exempt from 1099-K reporting, giving reassurance that gifts, reimbursements, or expense splits stay personal. This exemption continues to distinguish PayPal and Venmo from business-related transactions.

PayPal’s peer-to-peer services are already driving strong engagement. Consumer payment volume grew 10% year-over-year in the second quarter, while Venmo recorded its fastest total payment volume growth in three years.
