Speaking in Kansas City, Garlinghouse supported the legislation while arguing that traditional finance has failed to match technological development. Consequently, congressional setbacks could delay regulatory certainty without eliminating blockchain demand, while America risks surrendering leadership to clearer overseas jurisdictions.

Clarity Act Stalls in Senate Over Trump’s Crypto Profits

The Clarity Act stalled in the Senate as Democrats demanded stronger restrictions addressing President Donald Trump’s growing cryptocurrency profits. As reported by 36Crypto, Tuesday’s procedural vote failed to advance the bill, receiving 50 votes in favor and 49 against.


Several Democrats previously viewed as possible supporters rejected the bill because its ethics provisions failed to resolve presidential conflicts of interest. Senator Mark Warner argued that Congress should not advance legislation allowing a sitting president to profit personally from cryptocurrency.


Garlinghouse had urged senators to advance the bill rather than allowing demands for perfection to derail a workable compromise. However, Democratic opposition prevented supporters from securing the votes needed to move the market structure legislation forward. The failed motion does not formally end the Clarity Act, leaving lawmakers able to reconsider its provisions through further negotiations.


Crypto Adoption Extends Beyond Congressional Action

The approaching midterm election calendar leaves Congress with limited time to complete major and politically sensitive legislation. Supporters view the bill as an opportunity to clarify how federal agencies should regulate tokens, exchanges, and related businesses.


Garlinghouse’s argument extends beyond the congressional vote because blockchain adoption already operates across numerous countries and financial markets. He maintains that valuable technology can attract users, investment, and commercial adoption despite prolonged political uncertainty.


Therefore, the Clarity Act could determine America’s overall regulatory position without deciding whether the global cryptocurrency industry survives. Garlinghouse remains committed to the legislation, but he believes crypto’s technological advantages will ultimately outweigh temporary political barriers.
