Pakistan has established a dedicated cryptocurrency investigation unit to strengthen enforcement against financial crimes involving digital assets. According to local news outlet Dawn News, the specialized team will investigate cases linked to money laundering and terrorism financing while working alongside the Pakistan Virtual Assets Regulatory Authority.


Muhammad Athar Waheed, director of the Federal Investigation Agency’s counter-terrorism wing, explained that the new unit will focus on tracking cryptocurrency transactions connected to criminal activity. Authorities expect the initiative to improve investigations involving blockchain networks and digital asset transfers.


Moreover, the unit will operate in parallel with the Pakistan Virtual Assets Regulatory Authority, which oversees regulation of the country’s digital asset industry. While PVARA handles licensing and compliance, investigators will concentrate on identifying and prosecuting crypto-related financial crimes.


Additionally, Waheed urged other government agencies to establish similar specialist teams. According to Dawn News, he recommended that the National Cyber Crime Investigation Agency and the Anti-Narcotics Force create dedicated crypto units to investigate cybercrime and illicit drug transactions involving digital assets.


The proposal reflects Pakistan’s broader effort to improve coordination among law enforcement agencies as cryptocurrency adoption expands across the country. Besides improving investigations, the specialized units could strengthen cooperation between regulators and criminal investigators.

Pakistan expands digital asset framework alongside enforcement

Pakistan has steadily expanded its digital asset framework through new legislation and regulatory reforms. Earlier this year, parliament approved the Virtual Assets Act, giving the Pakistan Virtual Assets Regulatory Authority permanent federal status.


The legislation authorizes PVARA to license cryptocurrency exchanges, custodians, token issuers, and other virtual asset service providers. Consequently, the regulator has already granted licenses to several major exchanges, including Binance and HTX.


Besides strengthening regulation, Pakistan has introduced several initiatives supporting its digital asset ambitions. PVARA Chairman Bilal bin Saqib has outlined plans for a sovereign stablecoin as part of the country’s broader blockchain strategy.


Authorities have also announced plans for a state-held Bitcoin reserve. Additionally, the government allocated 2,000 megawatts of electricity for Bitcoin mining operations and artificial intelligence data centers to support digital infrastructure development.


However, the latest enforcement initiative demonstrates that authorities are pairing industry expansion with stronger oversight. Dedicated investigators will complement existing regulatory supervision while targeting illegal cryptocurrency activity more effectively.


Specialized crypto investigation teams also recognize the growing complexity of blockchain-related financial crimes. Cross-border transactions and digital payment networks often require technical expertise that traditional investigative units may not possess.
