President Donald Trump-backed World Liberty Financial has moved closer to becoming a federally supervised financial institution in the United States. The Office of the Comptroller of the Currency granted preliminary conditional approval to World Liberty Trust Company, National Association, on Friday.


This regulatory decision advances the company’s national trust bank application, although World Liberty must meet additional conditions before receiving final authorization. Moreover, the OCC determined that the proposed trust company met specific regulatory and policy requirements needed for preliminary approval.


World Liberty created the trust company earlier this year to pursue a federal banking license for its growing digital asset operations. Its proposed services include stablecoin issuance and redemption alongside cryptocurrency custody, conversion, and fiat on-ramp and off-ramp services.

OCC Approval Supports World Liberty’s USD1 Expansion

World Liberty’s banking ambitions center partly on USD1, its dollar-pegged stablecoin designed for transactions within the digital asset ecosystem. USD1 has reached roughly $4 billion in market capitalization, ranking among the largest stablecoins across the broader cryptocurrency market. Additionally, World Liberty plans to serve institutional customers, including market makers, cryptocurrency exchanges, investment firms, and other financial businesses.


According to CEO Zack Witkoff, World Liberty aims to develop USD1 into a widely used and trusted digital dollar. In his X post, Witkoff linked that objective with strengthening the U.S. dollar’s position throughout the global economy. Meanwhile, Coinbase, Paxos, BitGo, Ripple, and Circle have also secured conditional OCC approvals while pursuing federally supervised crypto operations.


Trump’s World Liberty Links Draw Political Scrutiny

World Liberty’s connection to President Trump has drawn criticism from Democratic lawmakers concerned about possible conflicts involving federal banking supervision.


Senator Elizabeth Warren outlined those concerns in a January letter to OCC Comptroller Jonathan Gould regarding World Liberty’s application. Warren urged Gould to halt the review until Trump divested from World Liberty and addressed potential conflicts surrounding federal oversight.


Financial disclosures released in June showed that Trump received millions of dollars connected with World Liberty Financial. Consequently, Warren argued that the OCC could supervise a company financially connected with the president while also overseeing its industry competitors.


Final OCC Approval Remains Required

World Liberty still needs final OCC authorization before it can operate under the proposed national trust bank charter. Furthermore, the regulator can withdraw its conditional approval if the company fails to satisfy the requirements attached to the application. Final authorization would provide World Liberty with a federally supervised structure for USD1 and its planned institutional digital asset services.
