China Pushes National Blockchain Network in Major Technology Expansion Plan

China has outlined plans to establish a national blockchain network as part of its strategy to strengthen technological innovation and industrial development. The initiative also includes a nationwide integrated computing power network designed to support digital transformation across manufacturing and other industries.


According to a policy document published by Xinhua on October 9, China’s top leadership identified blockchain infrastructure as a national development priority. The Communist Party Central Committee and State Council introduced the measures to accelerate innovation and strengthen the country’s industrial capabilities.


Under the framework, authorities aim to improve digital infrastructure while encouraging businesses to adopt artificial intelligence and advanced computing technologies. The government also plans to increase investment in basic research and strengthen cooperation between technology companies and research institutions.


Additionally, businesses will receive greater support through research incentives, improved financing opportunities, and participation in national innovation projects.

China Targets Advanced Technologies and Industrial Modernization

China’s blockchain initiative forms part of a broader development strategy covering emerging industries, scientific research, and manufacturing upgrades. The policy identifies quantum technology, biomanufacturing, hydrogen energy, and nuclear fusion as important areas for future industrial development.


Other priorities include brain-computer interfaces, embodied intelligence, sixth-generation mobile communications, robotics, aerospace, and advanced biomedical technologies. Authorities also want stronger intellectual property protection to encourage innovation and support companies developing essential technologies.


Meanwhile, education reforms will help align vocational training and workforce development with the changing requirements of technology-driven industries.


The framework also promotes renewable energy investment, carbon trading, and environmentally sustainable manufacturing practices across the country’s industrial sectors. Local governments must avoid excessive competition, speculative investment, and industrial expansion that could undermine long-term economic development.


China Maintains Strict Crypto Restrictions Despite Blockchain Expansion

China’s support for blockchain infrastructure comes alongside strict restrictions on cryptocurrency trading and related financial activities. Chinese regulators classified cryptocurrency trading and associated business operations as illegal financial activities in September 2021.


In February 2026, authorities reaffirmed these restrictions while addressing additional concerns involving yuan-pegged stablecoins and real-world asset tokenization. The regulatory position separates government-backed blockchain infrastructure development from cryptocurrency trading and privately issued digital assets.


Consequently, the proposed national network represents an infrastructure development initiative rather than a change in China’s cryptocurrency regulations.The broader strategy combines blockchain investment, advanced computing, industrial research, and regulatory oversight to strengthen China’s domestic technology sector.
