Kazakhstan has approved the legal use of cryptocurrency in a newly designated pilot zone in the Alatau region. President Kassym-Jomart Tokayev made the announcement during the Astana International Forum 2025, signaling the country’s growing commitment to digital financial systems.
The CryptoCity pilot zone will function as a regulated environment where crypto transactions for real estate, goods, and services are permitted. Government control should guarantee the legitimacy and proper circulation of digital assets.
Alatau was selected because it has many technology parks and science centers. The presence of an innovation ecosystem supports blockchain development in this location. The proposed framework allows businesses and individuals in CryptoCity to use cryptocurrencies legally.
According to President Tokayev, the project’s goal is to build a safe and clear digital payment system. The move is part of the national strategy to use high-end technologies while managing the related risks.

CryptoCity to Serve as Model for Future Digital Economy Policies
CryptoCity will not only focus on payments but will also be used to test blockchain systems for digital identity verification and tax collection improvements. Authorities believe the insights gained will help shape future national policies on digital assets.
Regulators are building a legal structure that balances innovation with security. All activities within the zone will be closely monitored to prevent misuse and ensure compliance with state financial standards.
The Central Bank digital currency (CBDC) project that Kazakhstan piloted in 2024 served as the foundation for this initiative. As a result of that trial, VAT refunds were processed more rapidly, showing the benefits of blockchain.
According to Kanysh Tuleushin, Kazakhstan can become the regional leader in digital finance. He explained that updating today’s regulations is essential for the industry’s future development.
By allowing real crypto activities, Kazakhstan is moving forward with its digital development. Information from the CryptoCity pilot zone may guide future blockchain and cryptocurrency regulations.
