Summary
- Zcash introduced its Network Sustainability Mechanism through NU7, strengthening future mining incentives while preserving the cryptocurrency’s 21 million supply cap.
- The mechanism redirects 60% of transaction fees toward future block rewards, with gradual redistribution beginning in 2031 to support miners.
- Community governance rejected Shielded Labs’ original issuance proposal, prompting developers to preserve existing halvings while securing broader support for NU7.
Zcash has introduced a new network security funding mechanism through its NU7 upgrade, marking a major development for long-term sustainability. The upgrade introduces a system that redirects transaction fees toward future mining rewards without increasing ZEC’s maximum supply.
According to Shielded Labs contributor Jason McGee, the Network Sustainability Mechanism (NSM) represents the organization’s first major mainnet deployment. McGee announced the planned activation in a November 5 post, outlining changes to Zcash’s long-term security funding.
The mechanism aims to address declining mining rewards as Zcash moves through successive block reward halvings. Its design allows the network to preserve security incentives while maintaining its fixed supply limit.
Zcash NU7 Upgrade Introduces New Funding Model for Future Mining Rewards
Under the new mechanism, Zcash will remove 60% of transaction fees from circulation and reserve them for future block rewards. The network will gradually reissue these funds beginning in 2031, following a predetermined distribution schedule.
Significantly, this approach maintains Zcash’s maximum supply of 21 million ZEC while creating an additional source of mining incentives. The recycled funds will supplement existing block rewards rather than replace the network’s established halving schedule.

McGee explained that the mechanism addresses a challenge inherited from Bitcoin’s economic model. As block subsidies decline, networks increasingly depend on transaction fees to compensate miners for securing transactions.
Besides transaction fees, another proposal could provide additional resources for the mechanism through the Zcash Community Grants treasury. The proposal would require the organization to contribute 50,000 ZEC toward future network security funding.
That contribution remains under consideration and does not form part of the confirmed NU7 activation arrangements. If approved, the allocation would increase the funds available for redistribution through future mining rewards.
Meanwhile, Shielded Labs identified the mechanism as part of its broader work on Zcash network security. Other projects include Crosslink and Epoch, which also address aspects of the network’s long-term development.
Zcash Governance Rejects Original Design Before Approving Revised Mechanism
McGee also revealed that the final mechanism differs from Shielded Labs’ original proposal following disagreements during community governance discussions.
Initially, developers proposed replacing traditional block reward halvings with a smoother issuance schedule. Community panels supported that approach, but ZEC holders rejected the proposed change.
Developers subsequently introduced an alternative that preserved the existing halving structure while incorporating the new sustainability mechanism. This revised framework secured broader community support and became part of the NU7 upgrade.
Additionally, McGee emphasized that Shielded Labs cannot independently determine changes to Zcash’s monetary policy. Protocol modifications require support from different stakeholder groups, including coinholders and community representatives.
The governance process also limits the influence of individual developers and organizations over network decisions. Even prominent Zcash contributors must secure community agreement before implementing major changes.
For Shielded Labs, the NU7 deployment represents progress toward addressing declining block subsidies without changing Zcash’s supply ceiling. The mechanism’s financial impact will develop over several years as recycled rewards begin entering circulation.
Zcash’s new funding structure therefore establishes a framework for supporting future mining incentives while preserving its existing monetary policy.
