Ripple CEO Blames Democratic Opposition for Clarity Act Failure

Ripple CEO Brad Garlinghouse has blamed Democratic opposition for the Clarity Act’s failure to advance through the United States Senate. According to Garlinghouse, political interests outweighed policies designed to protect consumers and strengthen America’s competitiveness in digital finance.


He described the outcome as painful because Ripple and other cryptocurrency companies invested effort in supporting the legislation. Moreover, Garlinghouse argued that the legislation could have protected consumers while reinforcing America’s leadership in financial innovation.


However, Democratic lawmakers opposed the measure, prompting him to blame what he described as their anti-crypto political agenda. He also called for a detailed review of the unsuccessful legislative effort and promised further observations on its failure.

Ripple Turns Toward SEC and CFTC Rulemaking

Despite the setback, Garlinghouse expressed confidence that federal regulators could address gaps left by the failed legislation. He identified the Securities and Exchange Commission and Commodity Futures Trading Commission as central agencies within that regulatory process.


Garlinghouse expects SEC Chair Paul Atkins and CFTC Chair Michael Selig to develop rules covering important areas of cryptocurrency oversight. Consequently, Ripple plans to participate in both agencies’ rulemaking processes as officials develop policies for digital asset companies.


Agency action could clarify compliance requirements, although administrative regulations cannot provide every protection available through comprehensive congressional legislation. Furthermore, clearer laws could define responsibilities between the SEC and CFTC while improving protections for cryptocurrency users and businesses.


Ripple Maintains Strong Business Momentum

Meanwhile, Garlinghouse maintained that the unsuccessful vote would not alter Ripple’s commercial strategy or international expansion. He reported strong demand for Ripple’s services across traditional finance and the wider digital asset ecosystem.


Besides institutional adoption, Ripple has expanded globally through partnerships connecting blockchain infrastructure with established financial services. Nevertheless, prolonged legislative uncertainty could create difficulties for smaller companies with fewer compliance resources and regulatory relationships.


Ripple will prioritize agency rulemaking while cryptocurrency groups reassess their approach toward congressional negotiations. The defeat leaves the industry without its preferred federal framework, but Ripple remains committed to influencing emerging cryptocurrency regulations.
